No Sound even with External Sound USB

A friend of mine has a PC that won't produce any sound. An IT professional has had a quick (1 hr) look so it's unlikely to be an incorrect setting. I suggested trying an external USB sound device but apparently even that doesn't produce any sound.

I'd welcome any suggestions as to what or where the problem might be. Thanks

Specs on the PC is needed. Can't really comment without that.

I'm afraid it's not my pc so I don't know the exact spec.

I suppose what I'm asking is whether there can be a fault which could only be cured with major surgery (eg - new motherboard) or whether it's worth continuing to check settings and play with the USB sound card.

I understand, but it would be very useful just to have your views on whether it's worth spending more time on this problem or if it's best just to accept the lack of sound and wait until the pc has to be replaced sometime in the future.
