Try going to msconfig>boot>advanced options>check the maxmemory checkbox , restart and see if it helps, if not try swapping them around on the board. Also is any memory going to your onboard graphics. I know you have an external card, but you could check if any is going towards your onboard or external graphics.

When you went in there, was it checked or not? If it was unchecked, check it, if it was checked, uncheck it. Mines is unchecked by the way in case you were wondering.

If the BIOS and motherboard does not have a memory mapping option then there is nothing you can do. The problem is that part of the 4 GB address space is shared by RAM and memory mapped hardware which must have priority. It is the memory mapping feature that moves this portion of RAM to a higher address where it can be accessed. Even without memory remapping you should be able to install and use RAM over 4 GB if your motherboard supports it.

Edit: The maximum memory checkbox in msconfig should be unchecked for normal operation. In fact, unless you have a specific need all of these checkboxes should be unchecked.
