In CIDR, there is no such concept as "number of subnets created" right ? As CIDR subnetting seems to be based on allocating a range of IP addresses instead.

Naa, CIDR notation is just a way if showing the subnet mask on a particular subnet. Some people often call it variable length subnet masking where you use a subnet mask that is different from the default.

For example for a class C address like 192.168.1.0 I can use CIDR or VLSM to subnet it further into two different networks of 126 hosts each rather than having the default 254 hosts.

For example :

Classful (Default) - 192.168.1.0/24

Classless (VLSM/CIDR) - 192.168.1.128/25

It's still subnetting, just a fancy name as far as I am aware

Hope this helps,
Josh :)
