Solved Odd download behaviour

I am running windows 7 pro 64bit and I use Internet Download manager to download files etc. Recently I have noted that a download commences fine at the max speed obtainable depending on time of day and around about 60-90% through the download it slows to almost ADSL speed. If I click pause on IDM and then resume, the download starts again at full speed until the conclusion. It is as though there is some sort of caching happening. I have contacted my ISP and they say that they are not doing anything to cause this, so then I contacted IDM and their techs advised that they have never seen this one before except with Antivirus possibly being the culprit. I disabled my Eset Internet Security and this made no difference. I even tried another download manager and the problem still existed. I have NBN 100/40.
I normally achieve around 12.0MB/sec during a download depending on site factors etc, but when the drop occurs, it always goes down to 1.7MB/sec.
I have tried downloads on my other computers and they are doing the same. Any suggestions much appreciated.

It may be that when you stop the download, it is still buffering in the background. Then when you start it back up again, it seems to go fast, because an additional part of the file has already downloaded in the background.

That is certainly what it looks like, but my question is why is it buffering, as my connection is capable of those speeds, it does not matter what time of day I do a download this happens. It has been excellent for the last 12 months, so whatever has happened it is very recent.

The problem appears to have been solved, it was something to do with TCP settings, I ran TCP optimiser and let it do its thing, after rebooting, all is operating as it should...
