Office 2013 activation region locked?

Hi,

I ordered a few copies of Office 2013 Pro, since I wasn't sure how many I was gonna need exactly and ended up with one extra, which I want to resell on the global market. It says on the box "For purchase and activation in the Middle Easy only". Does that mean it won't activate for someone anywhere else or is it another "not for resale" type of message (which can be ignored or bypassed easily) ?

It does seem that Office 2013 is region specific & can only be activated in the region that is listed on it.

Read this MS link, There is a further link shown in the first reply, that takes you to being able to try doing the activation by phone, but it does seem time consuming.
