I have read multiple other posts that are similar to this issue but seem to be a different issue. Here is what I have done thus far.

  1. Reinstall windows
  2. Disable all startup items before and after the reinstall
  3. start in safe mode
The only way that I am able to do anything with the computer (Laptop) is to have it in safe mode. Otherwise it is so slow that I can't even click on the start menu. When I press CTRL + ALT + DEL it will wait a moment and then bring up the screen to select shutdown, restart, task manager and some other things or cancel. If i select task manager it will bring it up and I can click on performance and see no unusual memory or CPU usage however; when I look at the CPU indicator light it is almost 100% solid. Another thing that I noticed is that the time is wrong. This tells me that there is a BIOS issue. Not sure if it would tell you the same thing. I went over the BIOS and saw nothing that appeared to be out of place. So my thinking is it could be a BIOS virus. I have read that there are a few of those now that impact windows 7. Essentially a rootkit for windows. One last thing I wanted to add is that it works fine in safemode with networking. That is actually how I am posting right now.

Again this is just where I have gotten on my own, any thoughts on what it could be? All help is appreciated.

Hi qpidcock,

Have you tried...

...doing a startup repair? It will fix any system files related to the Windows startup.
http://www.sevenforums.com/tutorials/681-startup-repair.html

...doing a repair install? It will repair your current Windows 7 installation but unlike a clean install, keeps all documents, data, programs etc.
http://www.sevenforums.com/tutorials/3413-repair-install.html

...using the SFC/SCANNOW command? It will help to repair any corrupted or deleted system files.
http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html

...doing a clean install? It will completely reinstall Windows 7 as well as wipe the hard drive so I recommend backing up.
http://www.sevenforums.com/tutorials/1649-clean-install-windows-7-a.html

You can also boot to the advance boot options. Give it a try but I can't guarantee that it'll work.
http://www.sevenforums.com/tutorials/666-advanced-boot-options.html

Try them in order and see if it helps. A startup repair in any case, should work.

Hope this helps,
Jaidyn

I am running malware bytes. I have already completed the fresh clean install and still have the issue. I first thought that it was a hardware issue. Now that I see that it works in safe mode I don't think it could be a hardware issue, could it?

Welcome to Seven Forums qpidcock. I see in your first post you said you disabled startup items. See if you did what is suggested on the following link. That should tell you if it is a program or service causing the issue. Since it is a fresh install, and it works fine in safe mode. It could point towards hardware (GPU) or drivers.

Let's run a standalone malware remover.

Let's use the Microsoft System Sweeper.

Here's how:
PUT SYSTEM SWEEPER ON A USB STICK

System Sweeper, https://connect.microsoft.com/systemsweeper, allows you to start an infected PC and perform an offline scan to identify and remove viruses, rootkits and other advanced malware. System Sweeper is a free standalone, bootable malware and virus remover from Microsoft.

Safety Scanner, Microsoft Safety Scanner - Remove Spyware, Malware, Viruses Free, is free, downloadable, provides on-demand scanning and helps remove viruses, spyware, and other malicious software. It works with your existing antivirus software.

If the target computer has a working internet connection, then you may prefer to use the Safety Scanner.

Download System Sweeper (about 576 kB):
https://connect.microsoft.com/systemsweeper

Insert 256 MB or larger USB stick into a usb port.

Run the downloaded program--mssstool64.exe or mssstool32.exe

Choose the option to install to USB.
Caution: The install program will format the usb stick.

The install program will download about 200 mB more.

After the install is finished, leave the stick in the usb slot.

Run the program you downloaded once again.

This 2nd run, and any subsequent runs, will download the very latest anti-virus definitions (about 60 mB).

To keep System Sweeper up-to-date, simply reinsert the usb stick and run the installation program again.

The initial, full scan by System Sweeper can easily take a couple of hours, but subsequent quick scans will take only a few minutes.

Remember, your computer is being very thoroughly checked for all types of malware.

When it freezes I can keep typing and it will speed type it in when it unfreezes. Possibly the GPU?

That step shouldn't fail.

Why don't you try preformatting the drive?

In other words, stick the USB stick into the computer.

WIN | DISKMGMT.MSC | ENTER | right-click on area shown for the usb stick |choose Format (ntfs)

If this fails let me know.

WIN is the key with the Microsoft flag on top.
