Hello and welcome duwek mate it would be helpful if we knew why? - as I am guessing that window you have linked is a system object and to change it would take a lot of mucking around with reg entries and something unless you are really confident with programming you should leave well enough alone.

+1; one of the fastest ways to an OS reinstall is to change certain Windows internal operations; this is probably one of those fast ways

I believe that dialog is defined in the resources of one specific system file. I will not mention which one. This file can be sensitive to change. Even a Windows update could cause system instability or prevent bootup. I would avoid such changes unless there was a really compelling reason. I can't imagine what that would be.
