Outlook 2007 wont send emails.

Hello beautiful people,

My outlook 2007 is trying to send more messages than what is in the outbox, it then says Preparing to send/receive....for quite a while, then fails with an error message.
I have had the ISP log in remotely and check email settings. ( I have three pop3 email accounts) and he said it must be antivirus problem.
I then had the antivirus people uninstall then install a updated version of Norton. The problem remained. We then deactivated the firewall...still no change.
I have googled threads with this problem and cannot find a solution.
Oh and I even tried the Just Answer website (which unfortunately wasted a good half hour of my time to not even give me somewhere to start)

I am desperate, however, I have absolute faith that someone here tonight will have the answers for me.

Thank you so much for your reply.
I did try the clean boot, as well as working through other trouble shooting options.
I found I got stuck when Outlook could not establish an encrpted connection with server.
It would be obvious to even half an expert, but that I am not. I did have a hunch that it has to be an ISP issue, even though I had talked to them the day before and they said it was all ok.
Today I got a wonderful lady on the phone and all she did was refresh the line. Now I can send emails. :D
Life is great, especially when things work the way they should.
