Parental Controls Downloading

Im having some problems in which my son is not able to download things from the internet. When he clicks on download a "Windows parental controls has blocked this content" message comes up. He needs to be able to download things like games. How do I turn this off?

Using windows 7 home premium.

Go to: Control Panel\All Control Panel Items\Parental Controls click on your sons user account if a Parental controls box appears, click on no, and it will take you to the window where you can turn Parental control off.
