Check your screen resolution in Start>Control Panel>Appearance & Personalization>Adjust Screen Resolution>Advanced Settings.

Check your screen resolution and make sure your refresh rate is 60Hz.

I know this is an old thread, but I had this same problem. The way that I solved it was to open AMD Catalyst, go to "Desktop Management", click on "Desktop Properties", then on the right menu under "Settings:" "Desktop Area:", where it says "HDTV" I selected 1024p.
It's not "perfect", there is still a very thin line at the top and the right (as though the desktop were just slightly too far left and down). Can't seem to get it even close any other way.
