Everyday starting up the PC whether it is a Total fresh Startup or awakening from Sleep mode the mouse cursor freezes and PC locks up. All drivers are up to date.
Malwarebytes scans finds nothing.
Norton finds nothing.
Memory tests are good.
Hard drive is year old and tests good.
Drivers are ALL up to date.
After it locks up I unplug the PC and restart it and it works fine for rest of the day.
Win7 64 bit with ALL updates installed.

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

OK I hid all Microsoft services and unchecked all the selections.
Yesterday the PC did not lock up (freeze) at all.
Today on the Second cold startup it did completely freeze and lock up again.
So it is better leaving them all disabled but not fixed yet.

Clean boot is a trouble shooting step as you have confirmed one or more startup item is causing the issue,
Post screen shots of the items requested and we might see one... or do as AddRam has said one at a time just as the prior tutorial suggests
But no leaving items unchecked is not recommended rechecking and uninstalling the bad startup item is recommended.
Ideally you would want to use Normal startup and not have any crashing

It locked up again just now with cold startup.
I unplugged it and then powered it back up.
I get the black n white screen your PC did not shut down correctly and you have the options of Safe Mode or Regular Startup.
This time it froze on the menu where you can choose Safe Mode or regular Startup.
The timer was counting down and stopped at 17 seconds.
Is the Menu to choose SAfe Mode startup in the BIOS ?

Well not really the only thing in bios is probably fast start,
You probably need to download this update I believe it was focused on Norton problems with another security update, https://support.microsoft.com/en-us/kb/3092627
Otherwise contact Norton support for more options.
