PC restarts at Welcome screen

Hello,

I've recently been experiencing some issues with my PC. It restarts when I get to the windows welcome screen right before the desktop should appear. The whole story is like this: I dust cleaned my PC a couple of days ago, cleaned every separate card and fan put everything back together(I know I didn't apply a new layer of thermal paste but that wasn't a real problem since I'm not overclocking and my temperatures where around 30°C=86 F when it restarted so it couldn't have been overheating) and my computer began restarting all of a sudden when I was doing random stuff. This happened several times a day everyday before it went stable and the next day it would happen all over again.

I decided to check in the BIOS and loaded the "fail-safe" default settings(the most stable settings for the motherboard). Now it restarted even more over and over again and now I can't even get it to load windows. I ran the windows recovery thing for errors it keeps restarting and restarting, I ran the last known good config, nothing. I managed to get in safe mode but it restarts after while there too. I'm really confused now, I don't know if it's a hardware problem or software? Any help would be appreciated.

It is most likely that your problem is related to the heat sync transfer and overheating. The symptoms you describe are the most common effect of excessive heat. I would recommend that you use thermal paste, be sure to apply it properly, and check the results. How did you clean the contacts on the component parts? If any of the cards are not making proper contact that could, also, be the problem.

As already stated by mitchell65, static electricity could have caused damage as well.

I would tend to run Memtest just to make sure that the dreaded static hasn't fried a module or two.
Memtest86+ - Advanced Memory Diagnostic Tool
Make sure you run Memtest to at least 12 passes and preferable overnight!

As already stated by mitchell65, static electricity could have caused damage as well.

I cleaned them with a soft paper towel.
I plan to apply that past and run memtest86 and see what happens.
