Looks like this is for a Realtek PCIe card reader.

You haven't provided much in your specs, but I think this hardware is on Acer Aspire E1-431 (V1.11).

Driver is available here from the ASUS site I believe.

If the driver dsperber doesn't help, try this one:
REALTEK - Download driver for RTS5289 and Windows XP 64bit

Download 1 driver for RTS5289 and Windows XP 64bit

OS: Windows XP 32/64bit
Status: WHQL signed

The 27020 release should be Win7 WHQL.

Try this: follow the instructions in OPTION TWO of:
How to Repair Windows 7 System Files with System File Checker

Copy C:\Windows\Logs\CBS\CBS.log to your Desktop (it is a protected file so you cannot attach the original)

Attach the copy of the entire CBS.log to a new post (you might have to put it in a compressed folder (zip) if it's too large)

I myself have disabled "Teredo tunneling pseudo-interface" and IPV6 in Device Manager -> network adapters, to avoid unnecessary annoyances like this. That's another option.

Here is a very simple recipe to accomplish that.
