Windows 7 Installation Failure (Device Driver Missing)

Alright, I need your guy's help again. I've been working at this for days now and cannot figure it out. I'm currently on Windows 10 and am downgrading to Windows 7.

I am installing Windows 7 via USB. Upon booting the USB I get this error after clicking "setup".

"A required CD/DVD drive device driver is missing. If you have a driver floppy disk, CD, DVD, or USB flash drive, please insert it now.

Note: IF the Windows installation media is in the CD/DVD drive, you can safely remove it for this step."

Some key notes:

I have using both USB 3.0 and USB 2.0 Slots. I have tried booting without Legacy mode enabled in the BIOS USB settings but it does not recognize the USB device. I can only boot the USB with Legacy Mode enabled in the BIOS USB settings. My BIOS has a Windows 7 installation mode, it is enabled. Without being enabled installation is impossible as my keyboard and mouse will not work during the setup page. My motherboard is an MSI B150M Mortar LGA 1151.

See if MSI has the software to create a usb installer (Smart Tool) or just use a dvd.

Windows 7 does not have the proper usb drivers to install on new hardware, This is common knowledge.
