Photoshop is a great choice, but you must pay for it. GIMP is similar in many ways and is free.

For the elementary editing, IrfanView is a good option. Very easy to handle, and very user friendly .

Paint.net would be my recommendation too. If you need more power than that, the GIMP is a good choice. If you need the industry standard, you will have to pony up some money for Photoshop. It must be worth it, everybody seems to use it.

Adobe Photoshop is the best amongst them all. But it is not freeware. GIMP is the best alternative. Been using it for a while and it works just great for your common photo editing needs.

You might also want to check out Google Picasa - it's free so it's worth a look.

If you don't want to shell out on the full blown version of Photoshop, the Photoshop Elements software is a lot cheaper. I think it's up to version 10 now.

Photoshop cs 3 or cs 5 for windows 7 is the most stable and the pinnicle of photo editing I use it everyday. It takes a bit of time to learn but once you figure out all the tricks it's by far the best out there.

For me, there's no such thing as perfect or best, you choose the software based on what editing work you want to do and your budget.
If you're looking for free software. then try GIMP & Paint.Net.
If you're planning to do some professional editing work, try PhotoShop, PhotoStudio and so forth. You should take price into consideration. Photoshop is super, but it's just not that easy for beginners to edit photos. I use PhotoStudio, editing such as sharpen photos, add special photo effects are easy to make.

I have noticed that no one has mentioned Microsoft Office Picture Manager. I do nothing real fancy with it, but it sure works for me.
