If you're looking for free software. then try GIMP & Paint.Net.
If you're planning to do some professional editing work, try PhotoShop, PhotoStudio and so forth. You should take price into consideration. Photoshop is super, but it's just not that easy for beginners to edit photos. I use PhotoStudio, editing such as
sharpen photos, add special
photo effects are easy to make.
