Solved Photo resizer question

A while back i had this little resize program that always appeared whenever i clicked on a photo, in windows explorer. I had it when i had XP and then copied it to win 7. I forgot the name of it, but it small and simple. Somehow i lost it when i had to reinstall win 7. Now, when i open a photo to include either in an email or other site, I have to go to Paint, which is never very reliable, I found. Most programs give you the option to change from Pixels or inches. Does anyone know of such a program that windows explorer would open its menu with it, like i did in the past? I think the title had "Resize' somewhere in it. I did a search a few appear but not to my liking as I had with that one.
