I don't think Photoshop 7 and earlier versions will even install on Windows 7 64 bit because they have 16 bit installers, which will not even run on a 64 bit OS.
I have and like an antique version of Photoshop (version 4). It works fine on Windows 7 32 bit.

Maybe they mean 32bit installations but i know for a fact CS4 works,im using it on my 64bit ultimate.

It would probably work for Photoshop 6 and many other programs too.
