Plugged in and not charging. Windows 7

I have a Inspiron 1525. This was a Vista machine and the battery charging was fine. I wiped the drive and put on Windows 7 Home Premium 32bit and now I get the Battery plugged in but not charging. So far I have done the uninstall Microsoft ACPI-Compliant Control Method Battery all sorts of ways about a half dozen times and no luck. I have run chkdsk /f C: and it did not find any problems. I have cleaned the contacts on the battery and laptop. I even took the plunge and bought a new battery and power supply and still have the same problem. I am unable to find anything else on the web to help.:(

If it doesn't charge when turned off, then the OS / Power Management has nothing to do with it. It sounds like you have a fried motherboard to me.

So far, everytime I've seen this on some otherwise well-functioning laptop it was a dead battery.
