Yes your resource hacker made changes that were not needed and not beneficial.
Use system restore to bring things back to the way they were and dont use tools like resource hacker

http://www.sevenforums.com/tutorials/700-system-restore.html

Looking up resource hacker, I do not even see that it is compatible with Seven.

Damn, I should've stayed with tutorials from this forum. By the way, I didn't create system restore point or image so would repair install do?

EDIT: I tried repair install but it was still the same so I was looking at everything that might be related. I noticed that "C:\Users\[ Name]\AppData\Local\Temp\{973ACF68-9D5F-4552-A1F5-FCD41CDAC91C}\" should be the Use Source and instead "AppData\Local\Temp\" folder is empty.

Things I had done on that day:
*I ran CCleaner's registry cleaner after changing start orb with resource hacker
*I changed desktop and superbar icons
*Installed Photoshop

- But I repair installed so those shouldn't be related, right?

EDITx2: I was able to reproduce this corruption by taking ownership of the entire Windows folder using "Take Ownership".

Resource Hacker 3.5.2 Beta works fine on 64 bit Win 7 (scroll down the page).

Can you guys try to do take ownership of the entire windows folder with "Take Ownership" via right-click context menu to see if this problem occur as well?

I found out the corruption was done to the software and not the windows file so the repair install I did wasn't helping. And at the end I had to reinstall Windows... Well, at least I learned a lesson on backing up. Anyways, thank you for everyone's effort!

Alternative solution I found:
1. use Windows Installer CleanUp Utility
2. delete all folders/files of the software
3. manually remove all registry of software
4. repeat steps on other corrupted software

* I'd rather do a reinstall as this takes longer depending on how many software is corrupted

Actually full system backup images would be best. Recent restore points also. Unfortunately MS no longer supports the Windows Installer CleanUp Utility. A Guy

I did this once seeing as how I was preparing for a re-install anyway.
Not a good idea!!
I can't remember specifics but several things played up as they couldn't access folders which the System no longer owned. ;)

Perhaps a warning on the use of "Take Ownership" should be included in our tutorial?
