Possible dead external

Hi,
My sister has an external hard drive that her mac won't recognised. When I plug it into my windows PC the computer also does not recognise it. It doesn't appear in my computer or device manger.... So I'm guessing it must be dead. The feel the HD spinning tho.

Anyway is there anything I can do to so I can recover her data? A program perhaps.....
