PowerPint is part of the Microsoft Office Suites.
Microsoft Office suites do not come in free. You have to purchase it.

Some computers will come pre-installed with a TRIAL version of Microsoft Office, good for 60 days, after which users will have to buy the full version.

Bear in mind that your Windows 7 Starter is the lowest end of Windows 7 versions. It may NOT have a Microsoft Office trial version included at all.
At best, it may include a Microsoft Office Starter version which does NOT include PowerPoint.

This is just a partial list of the functionality missing from Office Starter 2010. However, end users can activate the missing functionality by purchasing a Product Key Card for an appropriate full Office suite.

what I should do to have power point on my netbook?I would like to make some worksbut i have only word padthe 1st netbook when i brought they downloaded everything but i had some problem with video so changed it and the new netbook i dont have it...will you explain me what i can do?

You have 2 otions :

1. Buiy one of the Microsoft Office suites which have PowerPoint included.
The cheapest suite is Home and Student version :
Office Home and Student - Office.com

Editing : You could get it cheaper if you could find a LEGITIMATE Home & Student 2007 version.

2. Install OpenOffice which works more or less like MS Office programs, and they are compatible : OpenOffice is a freeware, no charge.

Note : Impress ( presentation) is the opposite number of MS PowerPoint.

You can use Google Presentation, as part of google docs, freely available.
Also, there is:

Kpresenter
Powerpoint viewer (to view powerpoint slides)

You can download the PowerPoint Viewer here: Download Details - Microsoft Download Center - PowerPoint Viewer

Just remember, the PP Viewer only lets you open PowerPoint presentations.

If you want to design presentations yourself, you will have to buy either the standalone version or one that is part of the Microsoft Office suite. A student version is probably the cheapest option - just do a search in Google.

Not quite sure what you're asking. What do you want to do better? A better way of improving Windows 7 or a better way of getting hold of PowerPoint?

Unfortunately, your netbook's specifications are not good, so you may be faced with buying a better laptop to do what you're after.
