Powershell.exe Application error (0xc0000142)

This error pops up any time I start the my laptop, restart, or after returning from a complete shutdown. I get another error like it when I try to open the command prompt. For the most part though my computer works fine but I still want to solve this issue just in case it gets worse.

Just to mention I have scanned several times for any viruses, etc. using multiple different kinds of malware protection programs. I have downloaded (or tried to download) several registry repairers. The ones that have downloaded properly have done nothing to solve the problem.

I don't know what to do. I am past the limit of my computer expertise and my I fear my sanity slipping.
Please Help.

Oh and I cannot get my system specs because system info doesn't download correctly.

it says "Index was out of range. Must be non-negative and less then the size of the collection.
Parameter name: index"

When I continue and change to automatic mode it does nothing.

I have never seen such a goofy Speccy report. I have no idea what could cause such a report.

**Do you have all of Windows 7 Updates including SP-1?

Maybe doing a restore before all this happened will help.

A system restore will not go back far enough anymore. This has been a persisting problem for almost two weeks now.

Yes I have SP-1 and my .NET framework is up to v4.0.

Sorry I took so long to reply. I tried to update windows but it failed somewhere along the line after the restart and took forever restarting.

I think Windows 7 Updates should of offer you Net framework 4.5.2

That is what I have on both of my systems.

My registry editor shows I only have v4.0 but when I went to update to v4.5 it said I have v4.5 or higher already installed.

Just check in Add and Remove Programs. You should be able to verify what net framework is installed.

Could you also look in Device Manager and see if any problem are indicated?

Do not mess with registry.
MSConfig>> Startup and Disable all the Items which are not from Microsft and Intel.(even your antivirus)
Open Task Scheduler >>>> Task scheduler libarary and delete all the Tasks.
Now go to Programs and features and check for software names like application manager, Settings Manager and uninstall them.

If the problem persists please reboot in safe mode.
