Problem when trying to install OS

Hi.I'm sorry if I posted in the wrong section.I am desperately trying to install Windows Vista SP2(which is close to 7 :D)and it simply won't want to work.I tried everything I could:
-removing 1 stick of RAM
-remove components until basic system (CPU,RAM,HDD,DVD and USB)
-use only 1 DVD drive at a time (I have 2 DVD drives on my PC)
-use different images for USB
All except the 3rd option stop the install after Copying Files.Basically it puts a green mark to Copying files then it stops there,it never makes the Expanding Files text bold.With the 3rd option,it advances until the 1st restart where it again stops saying that something about a boot program is missing.
The PC I'm using can't run Windows 7 or 8 at all.Only Vista.

Still doesn't work.Trying to Format the HDD would result in a hang,but with the mouse and KB still functional,while the HDD does nothing,and formatting using 7/Server 2008 and installing then Vista would either result in stop after Copying Files or would advance to the 1st restart then stop saying that"The Windows Boot Configuration Data file does not contain a valid OS entry"This happens no matter what media I use. (USB or DVD)

Were you able to wipe the HD with Diskpart Clean Command?
This solves most installation problems.

If so is there any chance this PC has a UEFI BIOS? UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with - Windows 7 Forums

If not, check the installer DVD to make sure it is clean and not scratched, try another ISO burned to DVD using ImgBurn at 4x speed.

Try install from bootable flash stick writing the ISO to stick using UltraISO Software To Create Bootable USB Flash Drive. You can extract the ISO from disk using ImgBurn.

Try moving the HD to another PC alone to see if install will proceed. If so if it won't start up when moved back to problem PC you can boot free Paragon Adaptive Restore CD (burned to CD using Imgburn) to P2P Adjust the install to the changed hardware. Paragon Adaptive Restore - Overview

The BIOS dates back from 2007,so there's no UEFI in it.The DVD is not scratched at all,it's a brand new burn.Diskpart is acting the same as Format(if you don't get it,I select disk 0 and then when I press enter after I wrote clean all it stops on a blinking cursor)and for the PC I don't have another PC with SATA ports to try and see if it works on it.The DVD works fine,I had a Netvista PC which had a 160GB HDD with Vista installed from said DVD.

The HDD I try to install Vista onto is new,and hasn't been ever used.It's a Samsung HD103SI,1TB.

The system recognizes the HDD even if I don't have the old HDD.Also,the BIOS is a OEM one,so I can't update the BIOS.
