Problem is not with shortcut arrows, see attached, and nothing recently done that should effect this. Actually, have had this issue for a while. Shortcuts work fine, it's just an annoyance.........

From looking at your screenshot, this looks like a issue with the arrow overlay on the shortcut's icon. Try what Archie posted above to restore the default shortcut arrow. I'm pretty sure that will fix this issue for you.
