Having read this tutorial:

I am still having problems with black overlays on all the desktop icons except one.
I run the rebuild batch file after every boot as the rebuild does not survive a reboot. It's a pain, but do-able.
I was going to try this. As the second line appears to kill Explorer, how can you enter the final two lines if Explorer is stopped? Surely you won't have a command prompt without Explorer running ?
ie4uinit.exe -ClearIconCache
taskkill /IM explorer.exe /F
DEL "%localappdata%\IconCache.db" /A
DEL "%localappdata%\Microsoft\Windows\Explorer\iconcache*" /A
