Pulsing blue circle behind the cursor

On powering up the blue circle behind the cursor pulses regularly together with the thumbnail and blue header which pulse alternatively and I cannot use the keyboard during one of these pulse cycles which occur about every 3 seconds which makes it impossible to type anything! I have 'solved' this occasionally by taking battery out, disconnecting power and opening in Safemode and then closing down and rebooting normally but there is no clear pattern to resolve this except to leave the machine permanently powered up - which works until the next Windows update and off we go again.

What do you mean by powering up ? Booting up ?

Have you waited til it was done ? Could you describe the issue a little more precisely.

What applications do you have running? what's in your startup items folder?

I apologise for my not expressing the problem properly. As I see it when I log into, say, Outlook the first sign of not being all ok is they the 'thumbnail' is 'flashing' alternating with the latest message which flashes from pale blue to deep blue. If I open Word and then hold down a key instead of it showing continual repetition it will 'stutter' and show a number of the same letter and then 'miss' a number. The keyboard input is suspended for a period c ionic ding with the 'pulsing' of the cursor. The same issue applies to all programmes opened with the keyboard input being 'suspended' on a regular basis while the cursor 'flashes/pulses. It really makes the computer unusable and I am considering offering it as a sea-anchor if it wasn't for the data contained.

First and foremost can you make a backup of your data to an external HD. If not use CD's or DVD's. To backup is most important then you can start searching for the nasties that i think are on your machine. First try Windows Defender offline from here:
