Do you have any reason to believe it isn't used as and when needed?

The more programs you have opened the more ram is required.
If your system is running good then don't worry about the ram not being used.
It will use it when it is called upon.....

Not much to go on by the system specs other than it is a Dell with a Q8300, but pretty sure this is what bluzeboy is referring too,

The system memory that is reported in the System Information dialog box in Windows Vista is less than you expect if 4 GB of RAM is installed

Note When the physical RAM that is installed on a computer equals the address space that is supported by the chipset, the total system memory that is available to the operating system is always less than the physical RAM that is installed. For example, consider a computer that has an Intel 975X chipset that supports 8 GB of address space. If you install 8 GB of RAM, the system memory that is available to the operating system will be reduced by the PCI configuration requirements. In this scenario, PCI configuration requirements reduce the memory that is available to the operating system by an amount that is between approximately 200 MB and approximately 1 GB. The reduction depends on the configuration.

The longer you run the system, the more will be used for caching. Check in Resource Monitor > Memory tab in the morning and at night and you will see the difference.

I am with bluzeboy here! Kindly view the snap below! In this site i have read that a 32 bit OS cannot use more than 4GB! The WEI as seen is 3.5 b'cause the screen resolution is way down low 5000:1 and/or it is 32 BPP(bytes per pixel)

It can't.

And the actual number is invariably lower, such as 3.25, 3.3, etc. You show 3.25.

What is the problem?

I felt(or possibly am) like an idiot after buying, and installing a 2GB ram(Transcend-DDR2) and the stats. showing that the system's gonna use only 3.25 GB! It will come in handy if and when i shift gears and switch to windows Azure 64 bit!
