Uninstall ASUS TurboV, utilities of this nature are a known cause of problems.

After downloading and running the installer, please ensure that it is up to date. Then, select to run a full scan on all drives.
Also, please download and install, Malwarebytes.

First, download the latest ATI driver package for your system here;

After doing that please backup your system and download and install
Driver Sweeper. Reboot into safe mode and run Driver Sweeper. Check all of the ATI boxes and delete them.
Reboot and install the ATI drivers you just downloaded.
