Possibly, if you have USB set first in boot priority. Moreso I'd think you may be experiencing a problem with your hard drive. Boot into BIOS and check the order of the boot menu, make sure your HDD is set as the primary boot drive and report back to confirm.

The screen used to appear when I would boot up occasionally keeping me from getting it and now it happens on all boots.
In order to fix it I have to hold down f12 and then I see this screen and put raid:raid ready and it boots.
