rebooting after restart

hi friends,
i just installed w7 ultimate in my PC.
after installing OS i just restarted the system. but it is not restarting. monitor is off and CPU light also glowing. monitor shows black screen. it is not responding.
if i forcebly shut down it and start means it is booting normally. while restarting only it is not responding.
please suggest me.

Power down your computer.

Power up your computer.

IMMEDIATELY—Start tapping the SPACEBAR

When the Windows Boot Manager screen appears,
Press the F8 key

The Advanced Boot Options screen will appear.

Using the down arrow key, highlight Safe Mode

Press the ENTER key.

In shorthand,
PowerUp | Spacebar until Windows Boot Manager | F8 | Safe Mode | ENTER

IF you:
WIN | type Advanced System Settings | ENTER key |
in the Startup and Recovery section, SETTINGS button |
is write an event to the system log checked?
is Automatically restart checked?
is Small Memory Dump selected in the dropdown box?

WIN is the key with the Microsoft flag on top.
