What should I do when a program tries to receive a connection from 192.168.0.1 (modem gateway address)?
My IP is (now) 192.168.0.13.
There is another computer with an IP address of 192.168.0.10.

(I am having DNS is unable to resolve IP addresses and Key Ports problem).

(NetGear CGD24G Cable Modem Gateway), Time Warner-Roadrunner.

192.168.0.1 is probably your router/modem and would of course need to have open posts to your pc. Is there another problem?

Safe? Almost always. Any connection to the internet carries some risk. Plus you cant eliminate it without disconnecting yourself from the net.

You are right about safety.
I was just trying to understand why svchost.exe trying to have an inbound connection.
As I know, it is just supposed to be outgoing. That is where I got confused.
