Solved Recent documents mouseover (on Start Menu) no longer works ...

I upgraded to Windows 10 then rolled back to Windows 7. After the rollback, the mouseover no longer works. In the attached photo (for example), when I hovered over the arrow to the right of Microsoft Word, a list of recent documents would appear. How can it be fixed?

The first was enabled and the number of items was set to 14.

What else can I try?
