Dear All,

My Reliability Monitor works again!

Just for your information, this is what I had to do to fix it!

I went several ways trying to solve this ‘problem’, following advices I’ve got on a few forums (among some Belgian ones, three from the US: »social.answers.microsoft.com«, »www.sevenforums.com« and »forum.thewindowsclub.com«). Finally, an idea out of the book written by Menno Schoone: “Install and optimize Windows 7”, »www.optimizingpc.com« solved my ‘problem’ entirely. Of course, I will never know what effect [1] to [4] had. I only suppose they contributed to the solution.
A list of the five things I did is following hereafter in chronological order. I am not sure if I am using all the time the correct Windows English terminology, since my operating system is in Dutch. Sorry for this.
[1] Run the system file checker tool. Check on http://support.microsoft.com/kb/929833 mainly for sfc /scannow. This command will immediately initiate the Windows File Protection service to scan all protected files and verify their integrity, replacing any files with which it finds a problem. Luckily for me there were none.
[2] Reset the reliability monitor. I put »eventvwr.msc« in the Start or Run window (Windows key + R) followed by »OK«. In the left pane of the Event Viewer, I double clicked on »windows Logs« to expand it. Right clicked on »application«, clicked on »Clear log« and clicked on »Clear«. Then I closed the Event Viewer. I checked »control schedtasks« also. Everything seemed to be correct with a planned update every hour.
[3] Empty two maps: ‘PublishedData’ and ‘StateData’: In Explorer, via »Organize» I opened »Folder and search options«, tab »view« and selected the dot »Show hidden files and folders« then »Apply«, »OK«. Opened Explorer again and navigated to: »C:\\ProgramData\Microsoft\RAC«. Opened the »PublishedData« folder, selected all the files in the folder and clicked on »Delete«. Then, I opened the »StateData« folder, selected all the files in the folder and clicked on »Delete« also. If there was anything left in the Reliability Monitor, it was supposed to reset clean. I couldn’t check this, since mine was ‘clean’ from mid-September onwards.
One Forum said that this should be enough. In my case it wasn’t. It remained blank: just the table, no graph, no comments.
Therefore, I went on doing two more things, one as I remembered from one or another forum (do not know which one) and the second as I read in the a.m. book.
Only after I made the last one [5] (from Schoone’s book), my graph was visible and working again!
[4] Change the ‘owner’ of the Event Viewer. In the Run window (windows key + R) I put »eventvwr.msc« through Library > Microsoft > Windows > RAC > Properties > Advanced > Edit > Service to »Local System«. Someone with the same problem had done this to make his graph working again (note: through ‘Google’ I found out that this is a common problem with Vista and Se7en).
Still I had no visible result, until this:
[5] Change the advanced security settings for the RAC folder. In the book from Menno Schoone "Installing and optimizing Windows 7" is written how to change the permissions to files and folders, in order to modify/enhance the accessibility. This gave me the idea to apply it on the map RAC as follows: using Windows Explorer > Organize > Folder and Search Options > View > Show hidden files and folders > Apply > OK. Then in the Explorer I navigated to C: \ ProgramData > Microsoft > RAC. With a right click, I choose > Properties > Tab Security > the group ‘Everyone’ and the group 'users' to completely control the RAC folder. Only then it was up and running again with a graph and the related comments! I was struggling with this since mid-September. I could hardly believe my eyes.
Now I hope it lasts.

Sorry for asking, but did you really tried it all? Five rather difficult and time consumong operations. It's a lot of work. Go into the details. Restart after every major change and at the end.
I suffered for months and also realised sometimes I did not do some things correctly.
Please, go over it step by step, once more. Once you see a yellow bar with text saying that it will take a few hours thinking that you just installed Windows, ther is hope.

I see on post #9, that your scheduler is already on LOCAL SYTEM. OK then. That you can leave as is.
→ → If your Reliability Monitor still is blank, all I can think of is checking and resetting some services).
Therefore, do the following:
Windows key +R – type services.msc / OK
Note: To change the settings, double click on the service you need to change. And you will see that there are several options: Off, Manual, Automatic, and Automatic delayed. Put them as I suggest hereafter:
· Performance logs and alerts: Manual.
· Windows error reporting service: Automatic + click on start (in the top-left corner).
· WMI performance adapter: Automatic + start, as above.
· Task scheduler: Automatic + start.
· Windows event log: Automatic + start.
· Security center: Automatic+ delayed start. (no click on start).
· Windows update: Automatic + start.
Double check the following:
· (windows key + R): type eventvwr – OK > Expand windows log > right-click on System > Clear log > Clear > OK.
· (windows key + R): type control schedtasks – OK > expand Library > Microsoft > Windows > RAC
· With RAC selected select RacAgent in the middle pane and go to RUN. You will see it change from ready to active.
If it doesn’t work now, I have no more suggestions, I am afraid.

right i have done all you have posted but still not working, i have looked at the autoruns for my machine and the autostarts for all connected to task scheduler and the monitoring software and they are set to run. there is a problem with task scheduler not starting programs properly that is my answer to this some cmd is not getting through or a problem with the registry which i am looking into, im going to upgrade to another version of 7 soon so i am hoping this will cure it (home premium to either pro or ult) what surprised me is that Microsoft don't want to address this problem there are enough hits on google about this problem and in Microsoft tech forums all i get is do a system restore but it would be better to find the cure.

I did a system restore. Several even. The problem remained.


→ This is not to my credit. I found it somwhere, copied it and placed it here. Probably it is part of of what I suggested:

1. Back up the files in the C:\ProgramData\Microsoft\RAC\PublishedData and
StateData directories. The best way to do this is to open the RAC folder, copy the two folders inside and paste them. You'll probably have to go through a UAC prompt to do this.
2. Empty both directories (i.e. delete all the files in them). Note after
doing this Reliability Monitor puts up a text message in place of the
Stability Chart that says something to the effect that the data is missing or
corrupt.
3. Open a Command Prompt with elevated (Administrator) privileges.
4. Execute RACAgent at the prompt. Note that the task will run for a while
(several minutes on my system).
5. Open Reliability Monitor. Note that some or all of the Stability Chart
is back.
6. Check the "Last Updated:" date. If it's earlier than yesterday's date,
repeat steps 4 and 5 after first closing Reliability Monitor.

It was the same with me. Only when I did [4] and [5] I’ve got it visible. On the graph that I have now, I can see that there was activity 9 days before 4 & 5.
Still, if you have no solution after all this, I will see in my documents if there is something I overlooked. At the time, I printed +/- 300 pages on the subject.
Try # 4 and 5 once more and restart. You probably did…
I am busy for the moment, but promise to look further into it.

I checked how my »schtasks /query« looked like. I do not Have 'N/A', 'it says ready'. Maybe you have to go to »control schedtasks« you probably also get confirmation that, so far, it works with an hourly update for RM. If not: you have to go in the right pane and start it! This may be the solution.

So, it is also reasonable to believe that there is also more wrong with ‘privileges’;
If you are the only user of your machine, or whoever else is using it, you trust,
then try to get all possible permissions granted.
[1] Go to »compmgmt.msc« or »CompMgmtLauncher« and check out: account disabled = take the “√” away (I hope it says that, since I have to translate from my Dutch operating system).
[2] Go to »lusrmnr.msc« do the same.
You have to klick once on 'users and groups' an double klick on what you get in the middle, one by one. A tab-sheet will apear and you can work in it.

Here's a exported copy of the RacTask task from my system below in a ZIP file that you can use to restore it on yours.
  • Download the ZIP to your desktop.
  • Extract the RacTask.xml file from within the ZIP
  • Right click on the RacTask.xml , click on the General tab, and click on Unblock (if there).
  • In Task Scheduler, right click on the RAC folder you have in the left pane of your screenshot above, and click on Import Task.
  • Select the RacTask.xml file and click on Open.
  • Click on OK.
  • It should now be imported.

You saved my day Shawn.....corrupted after in place upgrade from Windows 10 and rollback to Windows 7, i had no Reliability Index Score anymore.

To import from Task Scheduler just eliminate the extention .xml to "Rac Task" only.
