Reload Windows 7 with upgrade CD

Windows 7 forum,
My wife's Dell M1330 was updated from Vista to Windows 7 several years
ago and now the hard disk is corrupted. Can I use the upgrade CD to
reload Windows 7?

Are you sure that the hard disk is healthy, in the hardware sense?

I don't know the state of the hard disk or hardware since I can't even boot in safe mode.
