Remote Desktop- Does target computer have to be logged in?

When I connect to my home computer through Remote Desktop does my computer have to be logged in?

Or can somebody just boot it to the login screen and then I connect and login through Remote Desktop.

I've already set it up, I'm just wondering if a user needs to be logged in to allow remote desktop.

Do I just enter the IP address of my Internet Service Provider and the port number? No LAN IP address? I can't login. I only have wifi and it's kind of laggy where I am right now could that be a problem?

I'm sure I set it up right, I forwarded a port to allow TCP, I checked the "allow remote users" option in Computer> Properties> Remote tab.

No, no one has to be logged i when you connect to a computer with Remote Desktop. In fact if you do connect anyone who is logged in will be disconnected. With a client version of Windows it is not possible to have more than one active user logged in at the same time.
