remove empty partition on primary disc (C:) ?

My C drive has an empty partition to the right of C.
Can I remove the empty partition to increase the capacity of C to its full potential.
How do I do that without sabotaging my system ?
Do I have to close all programs and open-files to make the changes?
My Pale Moon browser has frozen (and still running) ... I am using Vivaldi browser to lodge this thread.
I know how to use Task Manager to terminate programs ... in this case ... PaleMoon.
Since joining Seven forums a couple of decades ago I have lost a few brain cells and one eye ... and my courage ¿
Not as sharp as I used to be ... 79 yr old dinosaur.
By the way how do I flag irrelevant comments like this one ... I don't remember how ?

If it's W7, there are several ways to do.
If XP, you have to use 3rd party software (can be free) to do it.

Given Windows 7,
A safe way is to use 3rd party software (my favorite is EasyUS, epm. It’s free). Install then run the sw, if disallow to do so (no option or gray out), then it’s NOT ok to remove the partition. Otherwise, can go through quick and finish.
You can use Windows 7 app, Computer/Disk Management. It’s easy but a little bit risky. Any mal-function can ruin the disk or your OS C:
(for example, the partition may be gray. cannot remove. Or you might go wrong, make the disk “dynamic” which is a headache)

windows disk management

rt click the empty partition and select delete

rt click C and select extend

If you are unsure, post a screenshot of disk management window first

Its best to post a screen shot from disk manager showing all details so we can ensure its ok to delete

That is unallocated space. It is not inside a partition.

Right click C and select extend. No need to go into safemode.

You can extend both c and d or create another partition on d as you have over 200 gig free
