Replacement HDD is not granting me permission

I replaced a 1 TB HDD that was full with a 2 TB HDD and now it squaks about permissions. "You don't currently have permission to access this folder", yet if I click continue, it opens.

This new drive is assigned M:, I have another HDD in the system that is assigned E. Here are the permissions/owners assigned to each drive.

E: works without issue, note it does not have "full control" and the current owner is "SYSTEM"

Drive M: has everything "full control" and is assigned to my administrator account. Appreciate any assistance here!

If M: is empty, I would log in as the standard user and do a quick format on it. Since the standard user did the format, it should now be available to the standard user after the format.

I use Samba to share my data drive with the other computers at my house and with my guest session in VMWare Workstation Player.
When I first got the new drive M; I had to add a drive letter, did a quick format, then did a disk check. It appeared normal. After 3 hrs, I had all my files copied to the new drive M: Tx

I just cannot access them immediately, must check continue to view?
