Reserve Bandwidth for Inbound RDP Connections

I use RDP frequently to remote into a PC to start downloads, generally off usenet. I want to be able to reserve say 100-200kbps for RDP connections, since when i start the downloads, usenet will saturate the connection. I can limit the usenet, but want it to have all the bandwidth when I am not in a RDP session.. Is there such a (preferably free) way to do this in W7?

What client are you using for Usenet (Newsleecher if I remember right had an automatic setting). It's been years since I have used Usenet but I may be wrong but I believe the only way to do it is to manually back the bandwidth down while your RDP'ing and then turn it back up after, I know thats a hassel but I don't think you can do what your asking..

I've seen some programs for xp and windows server 2008 but nothing for windows 7!

I use sanzbd, which does have bandwidth throttling. I do control it manually, which is a hassle.

I know it is but I don't think that there is anyway around it.
