If you use the factory restoration, which came with the computer, you go back to the way it was the day you bought it.
Furthermore, once you installed 7, the restoration might not be able to work.

Depends what you mean by 'reformat'.

If you format the disk (e.g. to NTFS), everything on the disk will be gone.

If you reinstall the OS, the current OS will be gone.

You cant do a factory restore to Vista, Unless you have a Factory reset Disc with you.
You cant either install windows vista or 7 as new.
Move all your important files to a separate partition ( not 'C:' ).
Its more safe to move your important files to external disc before installing windows.
Then Clean Install Windows 7 OR Windows Vista

Download the free Macrium Reflect, make an image of your drive and put it on an external.
Now do what you want to the computer hard drive.
Then put the image back. It will be exactly the same.
Make images once a week in case of problems., too.

This is may not be possible.
I just want to know why you want to clean your PC but Windows. Is there any problem with Windows 7?
Are you filled with junk data or malware problem?

Rich is right. Make an image of all partitions. then you can always restore them later in case things don't turn out the way you want it.

Another (probably better) option would be to reinstall Windows 7. You apparently have a Windows 7 product key so that should be no problem.

"Start from scratch" generally means doing a clean install of Windows--wiping EVERYTHING off the hard drive and then reinstalling a fresh Windows.

You might be able to do that.

Do you have a 25 character "Product Key" for Windows 7?

The product key normally is supplied with the Windows 7 disc when you bought it.

The Vista Product Key won't help you with Windows 7.

Ok, but the problem is that someone else installed windows 7 and he has probably the product key -_-.
So if I cleaned the pc and if I had the product key would I just insert a windows 7 installation disk into the pc when I start it up for the first time?

You can find the product key with the Belarc Advisor or a keyfinder program.
