Screen weirds out, is this a graphics card issue?

So I did a full upgrade to Windows 7, because frankly I can't stand Vista anymore. Everything is running smooth, EXCEPT for my screen weirds out from time to time, usually happens when I have multiple programs running, but not necessarily. See screenshot:

My first guess would be that my computer is low on video memory, BUT this is a three month old laptop, and though it only has an integrated Intel graphics card, that should be able to handle 7, no?

Any help or guidance is greatly appreciated!

18 programs open? :confused: :shock:... seriously? You would be a good friend to one of my partners that love to have multiple pages and apps open at all times even though he will only use it once a day for 10 mins max.

But I digress... I would say corrupt video drivers... when was the last time you updated your drivers? if you have not done so since you got your laptop, I suggest this would be the first thing you want to do, more so when you are asking a lot from it by having so many things open.

I would personally download the latest video drivers from Intel. You will need to download the .exe file and run it with compatability for Vista. It will then install & state that the driver you're installing is older than the 1 currently installed, just click yes/OK and installation will continue.

This is what i've had to do to gain 100% control over my onboard GFX.

You may also want to make sure your videocard is venting properly. Dust loves electronics.
