And was interested in this
but how to do the exact OPPOSITE of what is listed

Is there some combination of settings to make my processor ALWAYS stay at 100% performance state and have the fastest most responsive time to react to gaming and always be highest clock speed?

Edit: someone managed to send me an exported .reg file so i didnt have to do a system restore thank goodness for skype and file sharing!

power supply doesnt fit but still works with adapter its just sitting on the desk behind the computer wires going into the case where the old power supply was.
You can go back to where you were with system restore. See if it can be done in safe mode.

Change power settings to high performance, should make the cpu run at the highest clock always without down clocking. That should turn off the power saving options and make it run at 2.41Ghz (the speed of your cpu according to specs) always instead of down clocking to save power.

In your BIOS you can disable CPU Enhanced Halt (C1E) and CPU EIST Function and any other power saving features that are there then the CPU will run at 100% all the time but be aware there will be an increase in heat and power consumption

disabling CPU EIST will make my CPU run at 2.00Ghz and not 2.41Ghz like what i wanted
since the base clock is 2Ghz and the burst frequency clock is 2.41Ghz
i want it to always stay at the maximum possible speed regardless of CPU utilization
and the high performance power plan is already selected but when my cpu usage is at 0% my cpu drops from 2.41Ghz to 2Ghz which makes starting programs less snappy feeling than they should when starting a large game or something. it also flickers between 2.41Ghz and 2Ghz playing minecraft which makes the game stuttery madly and unplayably

i was wondering if i could set some of these advanced processor settings so my cpu will always stay at 2.41Ghz regardless of CPU usage i know it should be possible because i know in the link i posted someone did the opposite so i should be able to modify them to always stay at full speed
do you think theres a setting i could enable so it would always stay at 2.41Ghz no matter what?

EIST which is Intel Speedstep and the C states is what drops your CPU speed when it's idle and it's what you need to disable to keep running at whatever overclock frequency you have it. I have them all disabled in my system by choice and the CPU always runs at 100% speed. see below for one of many articles on line about it

i disabled it and my cpu speed never goes up to the boost 2.41Ghz frequency and stays at 2Ghz no matter what and windows power plan settings dont work anymore (no change in CPU speed from power saver or high performance)
but with it enabled i can freely use power plan settings and edit settings to change my CPU speed from 1333Mhz to 2.41Ghz so that kind of defeats the purpose of having a boost frequency and this CPU can not be overclocked only changed with power plan settings it is not supported in bios or software overclocking (with power saver power plan it can be underclocked but thats really pointless if im looking to game)

the "base" frequency is 2Ghz which is the default un-boosted state of my CPU which is the idle state in the high performance power plan setting
but the boost frequency is the high state at 2.41Ghz when any application needs more than 1% CPU it goes up to 2.41Ghz but before the switch i get a stutter as it switches frequency which causes lag so i would like it to always lock at 2.41Ghz stay at the highest "boost" frequency without dropping to the base frequency (no problems with temperatures 58*C max is pretty cool for a 3 hour 100% cpu load test)

Solved: Enabled option "disable Idle CPU states" now stays at the maximum frequency all the time at 2.41/2.42Ghz all the time!
