Everyone, Peace Be Upon U

I made a program let's say like MS Access file and put it in USB dongle, I want this file to be readable and writable but can't be deleted, moved, copied, cut or renamed, Is it possible to do that?

Is there a way to make the file executable only on a specific PC or MS Office?, Something like licensing or else.

If not possible here, Is there any third party who can do that?

In terms with the best compatability of Windows it would be in relation to how the USB has been formatted as in what file system.

Unless the file system is in NTFS you will find it difficult to manage the permissions from a USB flash drive. If the file or folder is to be shared on a local network then you may find that sharing the data will grant easier permissions to deal with. MS Access does offer the option to encrypt the database to prevent unauthorised access as shown below however please be advised that it will not prevent someone from deleting the file itself unless the drive was formatted with NTFS and security permissions are applied:

I gonna format the USB flash with NTFS, Can u show me if u know how to apply the appropriate security permissions step by step? & How to achieve an account-based security so that it can't be accessed on any other PC?

The use of NTFS security on removable drives is very problematic. One big problem is that anyone with an admin account on any computer the drive is plugged into can take ownership of the files on the drive and then set any permissions they wish. Most home users use such an account. This is inherent in the way NTFS security works and you cannot prevent it.

If the program is to be usable on only one computer why put it on a USB drive at all? Put it on the hard drive where you have much better control. If you use NTFS encryption on the program only you will be able to use it. But anyone with an account with sufficient privileges (such as an admin account) will be able to move, copy, rename, or delete it.

You also need to understand that flash drives are the least reliable of modern storage media and cannot be trusted with primary storage of important files. They should be used primarily as a transport media. All files of any importance, on any media, need at least one backup copy.
