security or firewall settings might be blocking connection?

Hi, when i surf the internet about 50% of the time i get the error "Internet Explorer cannot display the webpage". And when i hit the troubleshoot tab it states "security or firewall settings might be blocking connection" I don't know what is going on, can someone please help this noob.

I use avg free. Also, i tried turning my firewall off and still doesn't connect.
I think i just figured it out, i am running Peerblock. I disabled it and now i can connect.
