I tested this with 2 usb install programs, Rufus and universal usb installer.

Universal USB Installer - Easy as 1 2 3 | Pen Drive Linux

It wont boot a windows install off the usb flash drive, it always gets an error 0xc000000e. I tried multiple USB flash drives.

So what is going on between linux and windows here that causes that behavior? Any ideas?
Any ideas on how to get the board to boot a usb made to install windows 7?

After multiple attempts, I decided to try using a linux distro MXLinux, and yes the Intel server board easily boots the usb installer for linux.

Is there some setting that needs to be set when writing the usb install for windows?
I tested the install on a different board, and the usb installer boots ok, so its not the usb drive.

In the bios settings, I did notice a hard drive predelay for booting, maybe it needs to be set to a number? info is it delays the hard drive boot startup by X number of microseconds. And this board refers to usb drives as hard drives.

Try Ventoy: Get the Windows version.
Ventoy
Install it to a USB stick and see if it will boot on your hardware. If it will boot then shut down and copy (not burn) your windows ISO to the disk. Reboot to the USB and see if Ventoy will boot the windows ISO. Ventoy boots 11 Windows ISOs on many different systems for me including Win 2000 boxes.

I guess I should add that Ventoy doesn't like spaces in ISO names. Replace any spaces in the name with hyphens, underscores or periods.

yes ventoy does boot fine. But I copied the files in the iso, not the iso, so it says no iso files found?
So I need to copy the one big iso file to the flash drive then?

It works. That is a real nice bootloader 'ventoy'

solved by using ventoy, still dont understand why it cant just boot it on this board like any other normal usb boot.

Yeah, you have to copy the whole ISO not the files inside. I have over 35 ISOs of various types both Linux and Windows boot. Like "O&O Disk Image 12 Pro", "System Rescue CD" and many others . Ventoy boots them all. As to why your system wont boot a windows boot disk, I have no clue. Glad it worked for you.

EDIT:
Hey I guess I should promote Ventoy a little for anyone who reads this thread. Ventoy installs to a hidden partition. After install, all you need to do is COPY all your ISOs to the USB. No need to burn anything. You can replace, add or delete at will.
Ventoy is updated sometimes twice a week, (maybe 3) adding new functionality.
Updating Ventoy does NOT touch the data partition.
GO here:
Releases . ventoy/Ventoy . GitHub
and "WATCH" "Releases". You will have to setup an GitHub account (if you don't have one). Then you will get an e-mail every time a new release comes out. I recommend this.
