Shift-E, Shift-L not working sticky keys off

My old keyboard was refusing to re-initialize after the peripheral reset during win 7 boot. It's about a decade old, so I just assumed it was dead. I replaced it with my wireless keyboard I use for working on computers, Ms laser 8000. My keyboard now initializes fine, but shift L and Shift E are non functional. Sticky keys is off, along with all the other accessibility features. The keys work fine without shift pressed, and shift works with very other key.

I'm out of ideas, anyone have some?

It's 2024, a full decade after this post was made, but I found the solution.

Double check that your 'PAGE DOWN' button is not depressed.

For some reason that I don't know, if the 'PAGE DOWN' button is held down, other keyboard inputs work - except 'SHIFT+E' and 'SHIFT+L'.
