Solved Shortcuts Menu From The Taskbar

I enabled the Links toolbar and populated it with various shortcuts. Half of the shortcuts would open normally with the other half displaying the “Open File – Security Warning”. I went to Brink’s tutorial at http://www.sevenforums.com/tutorials/182353-open-file-security-warning-enable-disable.html and executed OPTION TWO Number 2. It worked perfectly. (Thank you, Brink).

What I would really like to have instead of the Links toolbar active would be to have an icon (folder) on the taskbar that works identically to the Links toolbar. Whether I hover the cursor over the icon and the menu of shortcuts appear or click on the icon and have the menu of shortcuts appear makes no difference. Can such a “folder” placed on the taskbar be created that will contain a menu of shortcuts and act identically to the Links toolbar?

This sounds like the "New toolbar" function off the taskbar.

Sorry for the delay. Thanks so much for the replies. What you both speak of in terms of being able to acces shortcuts is accurate, but I'm wanting to see if there is another possibility.

paul1149 - I enable the Links toolbar and populated it with the shortcuts I want access to. The Links toolbar functions and displays exactly like a New toolbar.
gini - I followed example #4 as you suggested by creating a Shorcuts folder in my User directory and selecting that as the New toolbar. It displays and functions just like the Links Toolbar.

Both suggestions give me what I'm looking for....almost. Let me explain why. This is an edited screenshot showing the New Toolbar populated by the Shorcuts folder.

This was a capture of my Desktop that I moved the Notification 1/4 to the left to to make it easier to compare the size of the buttons/icons with the icons on the taskbar. On the left are the taskbar icons for programs/file that are open or pinned. The clickable area for the icons are precisely 44 pixels wide (yellow border). Compare those to the size of the chevron arrows for opening the Shortcuts menu (18 pixels) and the Show Hidden Icons arrow (21 pixels wide). Because they are so narrow (and right next to each other) it is not uncommon to click on one and have the other open. Their combined width is less than an icon's width on the taskbar. Bottom line is I work from home and have to be fast on the computer. It is a nuisance to have to be so incredibley careful in placing the cursor over the Shorcuts chevron to have the menu open. IF the word Shortcuts could be a button to open the menu, that would be perfect. But I probably have to click on that little 18 pixel wide chevron at least 30-40 times per day and it's a pain.
I guess I could have included in my original question if is is possbile to increase the width of the icons and chevron button in the System tray. But more ideally I would like to have a folder on the Taskbar (44 pixels wide) that works exactly like the Shortcuts Toolbar I created...Click the Taskbar icon and a menu opens instead of a window.

After much digging I found a third-party software program that will accomplish what I'm want to do with a variation I can definitely live with. Instead of creating a "sub-menu' that would be placed on the taskbar (desired location in my original question), this will create a Sub-menu that can be pinned to the Start Menu - Classicshell. It accomplishes my goal of not having the add'l toolbar and crowded access to my Shortcuts and Systray customization. Thanks to all for your inut.
