Solved Shut down sticks in windows 7 start menu

I've read the tutorials on related subjects, but found no answer to this problem. Just reinstalled Win 7 Pro SP1 (a completely fresh install) and all options are selectable to the right of the power button . . . like shutdown, etc., In the start menu properties it is set to Restart and stays as such, but clicking the Start button the option is stuck on 'Shut down'.

Are you saying that the power button is labeled Shut Down...
...AND that there is still an option for Shut Down to the right of the power button?

I meant that on the Start menu, in normal user mode, my choice was stuck on Shut down - although in the preferences the selection was set to Restart. However, just after posting this, Windows Update installed some additional updates and the problem corrected itself.
