Solved Windows 7: start menu button shows "shutdown"

This problem has recently arisen - probably after an update. I have searched the Web and there seems to be a lot of folks with the same problem. None of their suggestions have worked. I have no pending updates. I have no failed updates ( did have an old failed update for microsoft essentials but have since uninstalled the program). If I reboot, system boots normally and the start menu button shows normal. After a while (few minutes) it reverts to 'Shut Down'. I have tried booting in safe mode but that doesn't solve the problem either. Any thoughts?

No - it is set up properly. I have it set to 'Switch User'. Tried changing it to something else but it stays on 'Shut Down'. It also does this when I boot into Safe Mode

In that case, see if setting it using OPTION FIVE with Group Policy may sort it. It should override it.
