silent cooling

I have a rather noisy case that I would like get it quieter.
SpinQ VT cpu cooler running about %40 speed
3 120mm
1 80mm
gtx 260
4 wb green drives, 2 are often spun down

The fans are generic but the 80mm is pretty low rpm. My two ideas are fan filters, harddrives cases/heatsink, and putting foam in the case to muffle the sound. or doing liquid cooling for the CPU and GPU. I know liquid cooling would be more expensive but i'm not sure how much it will silence my PC.

btw i have a 1055t CPU no overclocking on any parts so I don't think liquid cooling would need too much high-end parts(but i'm wont skimp).

no i have not used liquid cooling yet but i am considering it on my next pc i dont think it makes the noise any different by much i have super quiet fans but you can still hear them the trick is to keep them clean with filters that do not restrict the air flow and there is a right way and a wrong way to set up intake and out-take fans in a case the amount of clean air going in should not be to much for the air take fan taking it out if its too much you make the fan work more you should try for a higher speed fan than the intake one, a fan controller is another option http://www.google.com/products?q=pc+fan+controller&hl=en&aq=f for this a nice continuous flow is best and the soundproofing material you can fit inside the case helps.

Check out Noctua fans, often as low as 19db. This is lower than the ambient sound in your room. Here is the manufactures site. The fans are available widely, so Newegg and Amazon will also carry many. these are excellent cooling fans and reliable, as well as quiet.

P.S. Yes, water cooling can be considerably quieter.
